The Victorian Planning Authority's PSP 40 sets out what Ballan Road is being built to become — homes, a town centre, schools and green space, planned before the first brick is laid.

Approved — the Ballan Road Precinct Structure Plan (PSP 40) was gazetted in 2014 (Amendment C171, Wyndham) and updated by Amendment C262wynd, gazetted 22 February 2024. It covers about 540 hectares and plans for around 5,600 homes.
